Pool was built after 2010. Vacuum line covers must have a self-closing cap that needs a tool to open. 1 Cap is self closing, but cap is damaged where it can be opened by hand. A 2nd cap is a screw-in cap, not a self-closing cap. If the 2nd one is on a vacuum line, it must also be self-closing and need a tool to open. A new cap with spring loaded self closing cover must be provided and it must also require a tool to open
