Ron Maynard was present during the inspection. 16. Observed a long lag time in gate closing. Adjust hinge spring so the gate closes faster. 22. Observed the phone call to 9-1-1 with a lot od static interferance. 9-1-1 dispatcher also commented on the static interferance during the call. **Replace the phone and/or phone wiring.
